It is filed against the Chattanooga Housing Authority and the city of Chattanooga. The suit asks $3 million each in the deaths of Justin Nicholson, 4; Tiffany Talley, 11, and their mother, Vanessa. It was filed by Willie Nicholson and Larry High. Mr. Nicholson and his 18-month-old daughter, Mariah, and 12-year-old step-son, Damien Talley, escaped the blaze from a second-story window.
