City Says Indictments Returned Against Two Former Rec Center Employees

City officials said Wednesday that indictments have been returned against two former city recreation employees.

The mayor's office said a Chattanooga Police fraud investigator and the director of Internal Audit for the mayor’s office presented the cases of Michael Lowman and Pamela Davenport to the Hamilton County Grand Jury.

They said the Grand Jury then handed down indictments on Lowman and Ms. Davenport for theft over $10,000.

Officials said the indictments follow parallel investigations by the mayor’s office Internal Audit Division and by the Fraud Division of the Police Department.

Both Lowman and Ms. Davenport were placed on leave Dec. 23, 2005, pending a determination by the department administrator as to whether violations of city policies and procedures had occurred. The two former South Chattanooga Recreation Center employees were terminated on Jan. 6 "due to misconduct uncovered by the initial investigations," officials said.

Neither employee appealed to the City Council.
