Members of the Hamilton County Commission gave the Skyfall neighborhood in East Brainerd approval to move forward at Wednesday’s meeting. The $12 million project will provide 35 homes on 14 acres and is being developed by Rick Harris of Big Whiskey Land & Cattle Company.
Commissioner Sabrena Turner said the plan ran into problems at the Planning Commission because developer Harris had not met with the community. She said a meeting was held with some 100 residents attending.
She noted that only one opponent showed up at the commission meeting.
Commissioner Smedley said,“Mr. Harris wanted to go above and beyond the regulations necessary to meet our requirements. However, the one item that wasn’t a requirement was the most important, and that was to meet with the neighbors. Once they heard about the care taken in the development of this project, they were very supportive. This is a winning plan for everyone.”
The neighborhood will feature a French Country theme with a double boulevard entrance.
Officials said, "Skyfall has gone above the current requirements of the Regional Planning Agency by providing rain gardens to capture water and keep it on each individual property. Pervious asphalt will also be used in various locations throughout the neighborhood to assist with storm water run off. In addition, the neighborhood will feature a community garden, pool and clubhouse for families to enjoy. Homeowners with boats, trailers or other types of recreational equipment will have a special storage area to keep items safely out of sight and out of the weather."
The original plan called for a secondary road developed for service vehicle use. Upon concerns expressed by a neighbor, the developer agreed to place a gate to discourage use by the community while allowing access for emergency and service equipment.
Mr. Harris said, “We wanted to design a place that encourages a neighborhood in the truest sense of the word. Our plan calls for distinctive homes featuring top line amenities that will be smart for the environment as well as the homeowner. We are honored to receive the support of the Hamilton County Commission.”
Mr.
Harris said he plans to begin work on the site immediately.
