The Red Bank City Commission on Thursday approved rezoning for a bulldozer-scarred tract on Hedgewood Drive despite some opposition from neighbors.
Developer Tyler Smith said he owns two adjacent homes that he fixed up and he had long had his eye on the land that was once a one-and-a-third acre heavily wooded, gently sloping lot at 252 Hedgewood.
The previous owner, Kevin Rentzell, had gone on a rampage with a bulldozer after the city had condemned a large house on the lot.
The bulldozing left a deep, 200-foot cut in the one-time slope that is along the property lines of several neighbors.
Mr. Smith said he plans to fix up the 4,800-square-foot home into three townhouses, which he said will be sold for about $350,000 each. He also plans to build two single-family homes at the rear of the property.
He said the houses would not be Craftsman style, but will be quality, energy efficient and healthy living homes that would raise property values. He previously had a development on Hamilton Avenue in North Chattanooga.
He said they would not be much closer together than nearby homes.
Neighbors cited traffic problems and said the developer was trying to cram too many homes on one site. They said it was unknown how he was going to deal with the big ditch.
Mayor John Roberts made the motion for approval, saying that change is inevitable in Red Bank. He said the project would add new life to the long-derelict property. And he said the developer would have to meet all city requirements, including dealing with the ditch.
The property is near Duncan Hills, which Mayor Roberts said was the first subdivision north of the river built in the 1920s.
The commission also approved a rezoning allowing two single-family homes at 128 Goodson Ave. They will have over 1,600 square feet and feature three bedrooms and two and a half baths.
