City Officials Say M-1 Needed For Harriet Tubman Zoning

City officials said Tuesday that M-1 zoning is needed for the 44-acre Harriet Tubman site in East Chattanooga in order to attract an industry that would provide jobs.

Cherita Allen, deputy economic development director, said several firms have expressed interest in locating on the project that once was the site of a large public housing development.

However, she said the city needs to complete due diligence on the property and get the zoning in place. She said the city wants to move forward and seek state industrial certification for the site.

Ms. Allen denied that the rezoning is being rushed, saying the project has been ongoing since the fall of 2017.

She said the city wants the eventual developer to agree to help pay for a new sewer to replace one that is 27'' inch terra cotta and is buried 15 feet deep. She said it goes diagonally across the site and has a branch going off toward Roanoke Street. She said the city has not budgeted for a new sewer at the site.

Ms. Allen said the city has been listening to community concerns and has made some changes based on that. She said the city does not want any obnoxious industrial use at the site, but a clean industry.

She said it was unknown how many acres a potential prospect might need at the site, but she said an anchor tenant was needed.

Marie Mott told the council that the community wants mixed-use at the site, not M-1. She said the mayor was "pushing" it on the council.

Councilwoman Demetrus Coonrod denied that was the case, saying the council had not been under any pressure from the mayor's office. She said a number of East Chattanooga citizens had been wanting action on the site, that has long stood vacant.
