A large subdivision is planned near the top of Roberts Mill Road despite opposition of neighbors.
There are 212 lots planned on 106.5 acres at Spangler Farms, 7900 Hixson Springs Road.
Developer Jim Lee said he offered to work out a Planned Unit Development, but he said the neighbors would not go along.
He said he plans to develop "by right," which he said would mean "larger lots, more of them, and not as much green space."
Neighbors raised objections about the "drip method" sewage treatment planned for the site.
Mr. Lee said Tennessee Waste Services will handle the effluent. He said TDEC approves such systems, though there will be a process before that happens.
Nathan Janeway, county director of development services, said the county currently has little control over such large A-1 projects. He said that was under discussion in relation to the new Plan Hamilton.
He said the developer can get up to two units per acre under the A-1 and it does not take into account lakes and ponds or steep terrain.
Mr. Janeway also said the county Water and Wastewater Treatment Authority (WWTA) "is not a huge fan" of the drip method and has informed the developer that it would not extend its lines to the site.
The Planning Commission on Monday approved the preliminary plat.
