A woman was charged with simulating sex with a male friend at a crowded section of the Riverfront on Thursday night.

Savannah Lee Downs, 23, wound up being charged with indecent exposure, public intoxication, assault on an officer and disorderly conduct.

An officer said he saw Ms. Downs on top of Patrick Foster "with her dress hiked up." He said, "They were performing a motion mimicking sexual activity."

He said they quickly got up when they spotted him, and they said they were "just kissing." But he said Ms. Downs told him she was not wearing panties.

The officer said the location at 100 Riverfront Parkway "is frequented by families. Multiple families with kids walked by."

He said Ms. Downs seemed very intoxicated and she was taken into custody. He said at the jail she spit on a deputy who had placed her in a restraint chair.
