Why Are Backhoes Allowed On Public Roads? - And Response

How is it that backhoes can drive on public roads like Riverside Drive and surrounding roadways. They do not have turn indicators, headlights or license plates.  

They bob back and forth, and are unstable and not designed to drive on the road. They impede the flow of commuters on their way to work.
