I was always under the impression that the separate legislative bodies were supposed to negotiate to create laws. Now the GOP wants to cut funds from Planned Parenthood in their budget.
Democrats have had the opportunity to debate the issue. If the GOP passes this budget, and Obama vetoes it, It is apparent to anybody with the ability to think that Obama, by his veto of the budget, is shutting down the government.
Legislature is the arm of government which creates the budget.
