A report by the Tennessee Attorney General's office outlines contact Rep. Jeremy Durham had with 22 women and said his conduct "constitutes disorderly behavior."
it said his actions were "inappropriate and far from what is expected of a member of the Tennesee House of Representatives.
The report said Rep. Durham, who has been married since 2011, declined to talk with investigators.
The women in the report are identified only by Jane Doe with a number.
The report said his conduct "constitutes expulsion," but it says he would face the voters in the next election. It says, "We leave it to them to decide their representation."
The office used three attorneys, investigators and other staff members for the probe that took over four months and involved interviews with 78 people.
It found a pattern of conduct that was sexual in nature toward various women he encountered at government offices.
He often used alcohol in the encounters, it was stated.
There were 13 encounters between 2012 and 2014, eight last year and one this year, it was stated.
The report said he served alcohol to a female aide under 21 in his office and that led to sex with her.
The women said they did not fail they could report the incidents for fear of losing their jobs or a belief that nothing would be done.
