SEPARATE sealed BIDS for the West Brow Oval Pump Station Improvements project, including the furnishing of all labor, material, equipment, tools, supervision, incidental, and any other items necessary or convenient to satisfactorily complete the construction of the project will be received by the Hamilton County Water & Wastewater Treatment Authority at their office located at 1250 Market Street, Suite 3050, Chattanooga, TN 37402, before 2:00 PM local time on the 7th day of May, 2024, and then at said office publicly opened and read aloud.
The project entails making improvements to the existing West Brow Oval Pump Station. The pump station is owned and operated by the Hamilton County Water & Wastewater Treatment Authority (WWTA) and is located within an easement on the property at 231 West Brow Oval, Lookout Mountain, Tennessee 37350. Major work items include: removing the pumps, piping, fittings, valves, etc. from the existing prefabricated pump station drywell; removing the manway tube, modifying the existing pump station dry well, and installing a new 5-foot-diameter precast concrete wetwell inside the drywell; installing two new submersible sewage grinder pumps, piping, valves, and associated appurtenances in the new wetwell; installing a new valve vault, along with new piping, fittings, valves, and associated appurtenances; installing a new cast-in-place concrete slab and control panel near the new pump station wetwell; installing a new cast-in-place concrete slab and a new davit crane near the wetwell; installing new chain link security fencing and gates along the southeastern end of the pump station site; installing new water line to the pump station site; installing a new underground electrical line to pump station site; installing approximately 486 L.F. of new 4-inch-diameter HDPE force main and associated appurtenances from the new pump station wetwell to the existing manhole located in West Brow Oval; installing a new access road (approximately 321 feet in length) to the pump station site from West Brow Oval; maintaining existing temporary bypass pumps during construction; replacing the existing transfer switch and disconnect switch near West Brow Oval, and other miscellaneous associated electrical work.

Bids will be read aloud for any Bidder submission received prior to the listed deadline, with each bidder identified by name. Official Notification of Award, including bid tab, will be released once the Bid Submission has gone through evaluation and recommendation of award.

Copies of the contract drawings, contract documents/specifications, and bid package may be obtained from CTI Engineers, Inc., (address/telephone number above) upon a nonrefundable payment of $50.00 for an electronic set only and $150.00 for both a hard copy and an electronic set.
Each bid must be accompanied by bid security made payable to Hamilton County WWTA in an amount of ten percent (10%) of the Bidder's maximum bid price in the form of a certified bank check or bid bond issued by a surety company authorized to transact business in the State of Tennessee.
All bidders must be licensed contractors as required by the Contractor’s Licensing Act of 1994 of the General Assembly of the State of Tennessee and all acts amendatory thereof for Municipal and Utility Construction (MU), Classification A: Underground Piping in accordance with Tennessee Code Annotated, Title 62, Chapter 6, and must be able to show proof of such license and classification.
Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract, Section 3, Segregated Facility, Section 109 and E.O. 11246.
No bidder may withdraw his bid within 60 days after the actual date of the opening thereof.

Bidders must be listed on Engineer’s list of plan holders who have purchased the Contract Documents, Specifications, and Drawings.
Engineer shall be provided with the following information: mailing address for U.S. Postal Service, physical delivery address, telephone number, FAX number, contact person, and email address.
The Contractor shall comply with all state, federal, and local laws and/or regulations.
The successful bidder will be required to furnish acceptable Performance and Payment bonds in the amount of one hundred percent (100%) of the contract price for each bond.
The Owner reserves the right to waive any irregularity or reject any or all bids. Hamilton County Disadvantaged Business Enterprise (DBE) procedures will be part of bid evaluation. Any Bidder unfamiliar with this policy should contact the DBE Liaison at (423) 209-6146.
