Rapists Should Go To Jail

Do bullies and rapists go to jail?  How can a monetary punishment account for a criminal offense?  

I feel that these young men or boys are troubled angry mean boys.  They deserve  jail time.  

Rapists should be charged, not fined a due.  Jail is the place for offenders.
