The Mess On Dupont Street

I am amazed at the number of people that you can shove in a duplex just across the street from me. Everyday, I sit on my front porch and watch 15 to 25 people come and go like a revolving door. The cars and mini-vans park and let a new group out daily. The yard is littered with furniture and toys.

I don't know how many folks live in the camper, parked in the backyard. If a police car drives by they all scatter.  

Is there not a limit to the number of people that can occupy such a small dwelling? How about for safety reasons?  

Oh yea, the out building is crammed full of garbage and junk, spilling out into the yard, that the rats are really enjoying. This mess is on Dupont Street in case anybody cares.
