A 1.5-acre site at West 17th Street and Broad Street is set to be developed with 139 apartments and possibly some retail.
It will include four- and five-story buildings wrapped around a parking structure.
The applicant is John Murphy.
It goes before the Planning Commission on Monday at 1 p.m. at the County Courthouse.
