Scott Pierce has been named executive vice president and chief operating officer for BlueCross BlueShield of Tennessee. Mr. Pierce succeeds JD Hickey, who was recently appointed as president and CEO.

“In his tenure at BlueCross, Scott has demonstrated a keen knowledge and understanding of our organization and our changing market dynamics,” Mr. Hickey said. “He is a respected leader and a proven strategist and will certainly affect positive innovation throughout our business in his new role.”

Mr. Pierce most recently served as senior vice president of government programs and was responsible for strategic leadership of BlueCross’ participation in Medicaid managed care and Medicare Advantage products. He has also served as CEO of BlueCare Tennessee, the Medicaid managed care subsidiary for BlueCross, a position he had held since October 2011. During his time at BlueCross, Mr. Pierce helped to grow BlueCare membership, secure a five-year contract with the state and expand the company’s portfolio by adding Medicaid consulting and administrative services for plans in the Blues system.

Mr. Prior to joining BlueCross, Pierce worked in Tennessee state government, including five years as the chief financial officer and assistant commissioner of the Bureau of TennCare.

A native of Knoxville, Mr. Pierce earned a bachelor’s degree in economics and a master’s degree in public administration from the University of Tennessee.
