TennCare Fraud And Its Consequences

I'm not sure I understand how this works and my confusion comes from reading last week about someone who was arrested for fraud and then, a few months later, getting arrested again for the same crime.  

What happens to someone when they get captured actually stealing services from the taxpayer, selling the product and doing whatever with the money?  Do they stay on TennCare?  How many times do they break the law before they are thrown off (like so many I remember years ago when TennCare was underwater)?  

It seems like at least once a week we read about someone getting arrested for this crime but we never hear what happens afterwards unless they do it again.
