Pair Sought In Carjacking On Mountain Creek Road; Moncier Had Similar Charge In 2014

Two men are being sought in connection with a carjacking on Mountain Creek Road early Thursday morning.

The Chattanooga Police Department responded to the incident in the 1100 block of Mountain Creek Rd. Upon arrival police made contact with the female victim.

She said she had received a phone call from her friends wanting a ride. After picking up her friends, who are also the suspects, the victim advised they became nervous about her as the driver.

The two suspects wanted to drive and the victim told them “no”.

She said the pair, Corey Allen Francisco, 28, and Brannan Wesley Moncier, 20, then drew pistols and pointed the weapons at her. One of the suspects reportedly discharged his weapon, but the shot did not strike the victim. 

The suspects then forced the victim out of the moving vehicle. She immediately called police. 

The victim did not require any medical treatment. 

A woman told police she was robbed by two companions while hiking at the new Stringer's Ridge Park in North Chattanooga.

Moncier and Jack Douglas Brown were charged with aggravated robbery in 2014 after a woman said she was in a wooded area with the pair in the 1300 block of Spears Avenue when Brown suddenly pulled a knife from his pocket and held it to her throat. She said he demanded her cell phone and car keys.

She said Moncier then grabbed her purse from her shoulders and searched through it.

The pair then ran from the woods and left in her 2005 Mazda Tribute, police said.

She picked Brown and Moncier out of a police lineup.

The charges were later dismissed when the victim did not come forth to testify.
