a. MR-2024-0035 Collier Construction/Cullon Hooks-Alton Park V, LLC (Abandonment). An ordinance closing and abandoning an unopened right-of-way in the 500 block of W. 35th Street, as detailed on the attached maps. (District 7) (Recommended for approval by Planning Commission and Public Works)

b. MR-2024-0024 RP Central Avenue, LLC/Gsmith – Rise Partners (Abandonment). An ordinance closing and abandoning an unopened right-of-way in the 2200 block of April Street, as detailed on the attached maps, subject to certain conditions. (District 8) (Recommended for approval by Planning Commission and Public Works)

a. A resolution authorizing the Administrator for the Department of Community Development to accept an award of $42,430.00 from the American Rescue Plan Act Coronavirus State and Local Fiscal Recovery funds for improvements of the Frances B. Wyatt Community Center to include the purchase and installation of an outdoor digital public information sign and updating of the center’s kitchen facilities with any funds remaining. (District 2)

b. A resolution authorizing the City of Chattanooga to allocate $10,000.00 from the American Rescue Plan Act Coronavirus State and Local Fiscal Recovery Funds to the Lakeside Youth Athletics for the creation of a computer lab and purchase of sports equipment. (District 5)

ECONOMIC DEVELOPMENT

c. A resolution authorizing the Mayor or his designee to award up to $40,000.00 in HOME funds to Habitat for Humanity of Greater Chattanooga Area, to construct a house at 537 West 37th Street for affordable homeownership. (District 7)

d. A resolution authorizing the Mayor or his designee to award up to $40,000.00 in HOME funds to Habitat for Humanity of Greater Chattanooga Area, to construct a house at 3421 Kirkland Avenue for affordable homeownership. (District 7)

e. A resolution authorizing the Mayor or his designee to enter into a First Agreement to Exercise Option to Renew with Four J’s Ducks, LLC, in substantially the form attached, for an additional term of two (2) years, through April 30, 2026, for the non-exclusive use of the Ross’s Landing boat ramp on a portion of Tax Map No. 135N-A-006. (District 7)

f. A resolution authorizing the Mayor or his designee to award up to $1 million in Community Development Block Grant (CDBG) funds to the Chattanooga Housing Authority for renovation work at Emma Wheeler Homes as support for the preservation of affordable housing.

g. A resolution to approve a program to support affordable housing development through the use of Agreements for Payments in Lieu of Ad Valorem Taxes (PILOT).

INFORMATION TECHNOLOGY

i. A resolution authorizing the Department of Technology Services, GIS Division, to partner with the Hamilton County GIS Department in the procurement of a one-time ortho-photography service (aerial photography aligned with specific coordinates) for the Hamilton County/City of Chattanooga geographical area using Woolpert, Inc. Project Mapping to be used predominantly to delineate impervious surfaces to calculate the City’s stormwater fees, with each partner being responsible for fifty (50%) percent of the total expense in the amount of $56,667.00, for a total amount of $113,334.00.

ECONOMIC DEVELOPMENT

c. A resolution to amend Resolution No. 30320 to allocate an unexpended balance of $218,843.47 to the Rapid Rental Repair Program to provide assistance to eligible landlords with vacant units to complete maintenance and minor repairs of up to $4,900.00 per rental unit to enable quick occupancy by a low to moderate income (LMI) individual or households to support the City of Chattanooga’s response to rental housing availability.
