The City Council on Tuesday night approved a project with 234 apartments and a corner convenience store at Clark Road and Highway 58.
Neighbors worried about noise and traffic issues, but it was a unanimous vote of approval.
Mike Price, speaking for the developer, said it will be "a high-end product. There is a high demand for housing in that area due to the proximity of Volkswagen."
He said the apartments had been moved closer to the center of the 17.5-acre tract.
The clubhouse and pool will be closer to Highway 58 and further from Clark Road.
There will be a 20-foot landscape strip, he said was twice the requirement.
One resident said, "We moved there for the lot size and quiet."
Another said he and his wife came for "the quiet and a little bit of yard."
The residents said there were hundreds of signees on a petition of opposition.
