Emanuel Carter Facing Solicitation Of A Minor Charge

Police have charged Emanuel Tayon Carter with solicitation of a minor in a case that involved an officer stopping the father of the alleged victim for speeding to the scene.

Carter, 29, of Rogers Road, was arrested on Windsor Street.

 An officer said after he stopped the speeding vehicle that the driver said "something was happening with his children and he was concerned for their safety."

The officer then followed the man to an abandoned apartment where police said Carter was with a 12-year-old boy.

Police said Carter closed the door and told the boy, "You know what you have to do. You have to have sex with me."

However, the boy was able to escape from the apartment.

Carter has a lengthy criminal record dating to 2004.
