Dr. Martin currently serves on the county school board. He was the choice of the Republican Party at a nominating convention.
Mr. Smith, the longtime YMCA Y-PAC leader, chose to run as an Independent.
The seat became open when Marty Haynes won election in August as assessor of property.
It has remained unfilled since that election.
