Assessor Haynes Says He Supports Not Asking Municipalities To Pay Share Of Reappraisal Costs

Assessor of Property Marty Haynes told members of the County Commission on Wednesday that he supports a permanent waiver of municipalities having to pay a share of reappraisal costs.

He told members of the County Commission, "I am in full support of having this go away permanently."

Since the every-fourth-year reappraisal is coming up, County Attorney Rheubin Taylor said the commission needs to vote on the issue as it did in 2017. That vote, which was prompted by Assessor Haynes, was 9-0 in favor of waiving the charge.

Assessor Haynes said the municipalities have never had to pay the fee.

Commission members said they did not remember the issue being raised prior to Assessor Haynes bringing it forth in 2017.

Commissioner Tim Boyd said all county property owners pay for the reappraisals through their property taxes, and it would be an extra, unwarranted charge to levy on the cities.

A resolution is expected to be drawn up so the commission can again vote on the issue.

County Attorney Taylor said the municipalities are drawing up their budgets and need an answer.

A number of municipal officials were initially up in arms when the issue was raised in 2017, resulting in the commission vote blocking the charge.

Assessor Haynes said his office is not affected one way or the other, saying the revenue would go to the county general fund and not to his office.
