TBI Says Kaylor Struck Man Several Times While Hands Were Behind His Back

The TBI said former Red Bank officer Mark Kaylor struck a man several times who was on the ground with his hands tied behind him.

The TBI said, "Agents began investigating Mark Anthony Kaylor on Sept. 25. During the course of the investigation, agents developed information concerning a traffic stop Kaylor conducted in Red Bank on April 13, 2014.

"The investigation revealed Kaylor arrested a driver, Osiel Rogue, on suspicion of DUI then instructed additional officers to detain a second individual, Candido Medina-Resendiz, who was a passenger in the vehicle.

"After Medina-Resendiz was placed on the ground with his hands restrained behind his back, Kaylor struck him several times, resulting in injuries which required extensive medical treatment.

"The investigation further revealed that later, while transporting Rogue, Kaylor exceeded the posted speed limit and disregarded multiple traffic signals without reason."

This week, Kaylor resigned his position with the Red Bank Police Department.

On Monday, the Hamilton County Grand Jury returned indictments for Kaylor, charging the 38-year-old Evensville man with one count of aggravated assault, one count of reckless endangerment, and one count of official misconduct. Today, he was booked into the Hamilton County Jail and subsequently released after posting a $10,000 bond.
