Former Hamilton County Commissioner William Cotton has filed a petition for restoration of full rights of citizenship.
It comes after he served a 36-month term for extortion in connection with the infamous Tennessee Waltz case. He was released in 2009.
He was convicted in 2006 by a federal jury.
The FBI said he accepted payoffs for his support of a resolution benefit a company called E-Cycle Management. It was a phony company that was part of an FBI sting.
The petition filed in Circuit Court said he has done all his time and paid all court costs.
It says his right to vote was restored earlier by agreement of the U.S. Attorney's Office.
The district attorney has 20 days to review the petition and has expressed no objection, it was stated.
A copy was also presented to Nancy Harr, U.S. Attorney for the Eastern District of Tennessee.
The petition was filed by attorney Hank Hill.
