After an hour-long meeting Monday night, the Lookout Mountain, Georgia Town Council put off awarding a bid to build the municipal buildings for the new Town Center. Town Attorney Bill Pickering said that the RFP had been issued Oct. 23 and the pre-bid meeting was held on Nov. 6. Bid opening was Nov. 21 and awarding the contract was to have been on Monday.
Four companies had expressed interest.
However, Everlast Group withdrew from consideration on Nov. 22.
DBS Corp. bid $3,352,100, J&J Contractors, Inc. had a total bid of $3,353,587, and Principal Construction bid $3,617,600. The lowest proposal from DBS, however, failed to include some requirements of the bid. A tap meter, an impact permit and utility fees were omitted from the submission by DBS, officials said.
Another consideration is the amount of time that it will take to complete building the new city hall and fire hall buildings. DBS plans show that completion will take 250 days. The time needed by J&J is 420 days, six months longer.
The council postponed making a decision. More discussion and the award of a contingency bid is planned for the next town council meeting on Thursday at 5:30 p.m. at city hall.
Also on the agenda is discussion about the commercial outparcel RFP.
In the meantime, J&J has filed a complaint against the city, saying it submitted the lowest bid but was not awarded the contract.
