J.D. Hickey
Governor Phil Bredesen today named J.D. Hickey as Deputy Commissioner of Finance and Administration and Director of the TennCare Bureau.
Hickey, who is a physician and attorney, replaces Manny Martins, who last month was appointed to head the newly created Governor’s Office of Children’s Care. Hickey takes over as TennCare Director today.
“I couldn’t be more pleased to have someone with medical and legal training and operational improvement experience heading up TennCare during this critical stage,” Bredesen said. “Through his involvement with TennCare during the past year, J.D. has an excellent working knowledge of the TennCare program and he shares my belief that the people who rely on this program deserve our best efforts at trying to save the program for the long-term.”
Hickey most recently served as an Engagement Manager in the Washington, D.C., office of McKinsey & Company, an international management consulting firm. Hickey served as an integral member of the McKinsey team that has evaluated the long-term financial viability of the TennCare program and worked with Governor Bredesen and other internal and external groups over the past 11 months to assist the Administration in its TennCare reform efforts.
“I believe in the philosophy behind the TennCare program, and I am committed to the Governor’s plan for reshaping the program to ensure we can continue providing a sensible level of coverage to as many people as possible,” Hickey said. “My interactions with the TennCare staff, other state agencies and the Administration over the past year have given me great insight into the Bureau’s daily operations and allow me to begin immediately addressing the issues and challenges that face this organization.”
In addition to his work with the TennCare program, Hickey’s experience at McKinsey & Company included participation in operational improvement and corporate strategy development projects for health care clients in the managed care, long-term care, hospital delivery system and pharmaceutical information management industries.
Prior to joining McKinsey & Company in 2001, Hickey was a part of a health care litigation team briefly with the nationally recognized law firm of Cravath, Swaine & Moore in New York, N.Y. Hickey obtained dual MD/JD degrees from Duke University’s schools of medicine and law.
Prior to attending Duke, Hickey served as a counselor for a New York-based inner-city homeless shelter where he helped to expand a nightly outreach program that distributed food, clothing and basic medical supplies. Hickey received a bachelor’s degree in biology from Colgate University in New York.
Hickey, 33, grew up in Atlanta, Ga. He is relocating from Washington, D.C., to a permanent home in Nashville.
TennCare is Tennessee’s managed care insurance program for 1.3 million people who are poor, disabled or uninsured.

Biography
J.D. Hickey is a physician, attorney and management expert with health care experience that includes managed care, hospital systems, long-term care and pharmaceutical information management.
Hickey most recently served as an Engagement Manager in the Washington, D.C., office of McKinsey & Company, an international business and management consulting firmMU. Hickey’s experience at McKinsey & Company included participation in operational improvement and corporate strategy development projects for health care clients in the managed care, long-term care, hospital delivery system and pharmaceutical information management industries. During his tenure at McKinsey Hickey developed a five-year performance enhancement plan to improve the operations of a national nursing home company and guided the revision of the corporate strategy of a managed care payor organization based in the Northeast. He also worked with a pharmaceutical information management company that led to the development and launch of two new software products.
Most recently, Hickey served as an integral member of the McKinsey team that has evaluated the long-term financial viability of the TennCare program and worked with Governor Bredesen and other internal and external stakeholders over the past 11 months to assist the Administration in its TennCare reform efforts.
