He was born on January 10, 1947, in Knoxville, Tn. After graduating from The McCallie School in Chattanooga, the University of Tennessee in Knoxville, and the University of Memphis Law School, Breck moved west for a job with the Tennessee Valley Authority (TVA) finally settling in Denver, Co.
