No Immunization Papers?

I no longer work for the Department of Education. When working last year as a teacher, someone from Central office with HCDE at a faculty meeting said that some children (mostly homeless undocumented aliens) weren't required to have vaccination papers to enter Hamilton County schools. I questioned her why, which made her uncomfortable. 

My children, with all other Hamilton County students, had to prove their vaccinations but others don't?

I asked about spreading unknown diseases and she said we shouldn't keep them from education. 

I agree but what about all the children who were vaccinated with documentation? Why are these children different from others? 

This was a meeting before COVID.
