A Lane-Less Frazier

Read a headline:  "The Case for a 2-Lane Frazier Ave:  Renowned City Planner Says Plan Would Make Road Safer". 

Ah ha..an idea..for no charge or credit, but for the purpose of saving limbs and lives:  make Frazier zero lanes! 

I suggest Frazier would be very safe: almost guarantee no traffic accidents, except there would be some scofflaw who would drive their vehicle on the laneless road. (Paradox:  is a laneless road a road?)
