The City Council on Tuesday tabled a request for a commercial rezoning of a small lot in a residential section of Glass Street.
Michael Kenner, who has several projects underway or planned in East Chattanooga, had proposed a three-story building at 2659 Glass St. It would have retail in a 700-square-foot space on the ground floor and residential above.
Several residents spoke in opposition, saying that commercial should be restricted to the current business section of Glass Street. They cited ills that sometimes come along with commercial, including violence and other police calls.
Mr. Kenner said he would like to see "commercial from one end to the other of Glass Street."
He said he wanted to "turn it back to the vibrant area it once was - or make it even better."
Councilwoman Demetrus Coonrod brought up 13 conditions to be placed on the building, including bans on sex establishments, smoking and drinking places, animal care, medical office, social club, domestic violence shelter, vehicle repairs, tattoo shops and food trucks.
Mr. Kenner was asked if he would agree to all those restrictions, and he said no.
Councilwoman Coonrod made the motion to table, saying, "I'm tired of discussing it."
The planning staff had recommended denial, saying it was a spot zoning of a commercial lot in the middle of a residential neighborhood. However, the Planning Commission recommended approval.
Mr. Kenner said, among his East Chattanooga ventures, he has 240 acres reaching up the slopes of Missionary Ridge that is under contract. One of its uses would be agri-tourism, he said earlier.
