A detective with the Winchester Police Department testified in Federal Court in Chattanooga on Monday that Jimmy Rollins took nude provocative photos of a 16-year-old boy last year and had taken similar pictures of the boy's father when he was that age.
"He put some of the pictures of the two together and labeled it Father/Son," Det. Chris Layne told Federal Magistrate Court Judge Bill Carter.
He also said he had identified at least 15 minor victims of Rollins "and more are coming forward."
Magistrate Judge Carter ruled that Rollins is a danger to the community and ordered him detained until he is tried on nine counts of enticing minors to engage in explicit sexual conduct. Prosecutor John MacCoon said he faces a mandatory minimum of 25 years in federal prison if convicted.
Rollins, 44, who lives with his 91-year-old grandmother at Palmer in Grundy County, is also facing charges of statutory rape in state court. He is under a $35,000 bond in that case.
Rollins, who has lived with his grandmother in the same house since he was three years old, was convicted of statutory rape in the early 1990s.
Det. Layne said a search was made of Rollins' bedroom on May 18 and two videos were found on a recorder. He said one was of him and a 16-year-old boy having oral sex together that had been taken the day before. He said another showed him and a boy in bed together from December 2011.
Det. Layne said the father of the boy in the latest video stated that after Rollins got out of jail on the state charges that he tried to contact the boy. He said the father told him, "If you don't do something about this, I will."
The detective also said that the mayor of Palmer related to him that a relative of Rollins said he was a threat to kill himself by overdosing on pills and that he had vowed that he would not go back to jail.
Magistrate Judge Carter, just before Rollins was led away in handcuffs, noted that state officials had allowed bond, "but we operate differently than the state courts."
