Kenneth Lebron Fuller, 29, has been charged with sexual battery after police said he exposed himself on Tuesday to a female student at Chattanooga State.
The woman said the incident took place around 2:30 p.m. in the Omniplex.
She said while she was sitting in a booth a man approached her to talk. She said he smelled of marijuana. He suggested she should smoke with him sometime. When she laughed off the offer, he moved closer. She said it made her uncomfortable, and she felt something rub against her arm.
When she looked back, the man had pulled out his penis and was rubbing it against her arm. He said, "I'll let y'all get back to your private conversation," then walked away.
The victim and her friend recognized the man from being on campus.
After police took the report, they also recognized the man from his description.
When shown a picture of the man, both the victim and her friend were able to verify he was the perpetrator.
Police initially were unable to locate Fuller, but later took him into custody for sexual battery and two counts of public indecency/indecent exposure.
