Mark Poirier
The Chattanooga Area Regional Transportation Authority (CARTA) announced that Mark Poirier has been appointed as the new director of Paratransit Services. Mr. Poirier brings over 25 years of experience in transportation services and has demonstrated excellence in managing ADA-compliant paratransit services, enhancing customer experience, and overseeing compliance with federal regulations.
Mr. Poirier joins CARTA from the Jacksonville Transportation Authority (JTA), where he served as manager of Connexion Paratransit services. During his tenure at JTA, he successfully managed multiple paratransit programs, implemented new services, including building JTA's premium same-day Paratransit service called Connexion Plus, which expanded mobility options for disabled persons.
Prior to JTA, Mr. Poirier held leadership roles at Lakewood Rides in Colorado and the City of Margate in Florida, where he significantly increased ridership and optimized service delivery.
CARTA Chief Executive Officer Charles D. Frazier, who previously worked with Mr. Poirier at JTA, expressed his enthusiasm about his appointment. He said, "Mark’s vast experience in paratransit services and his track record of success in building customer-focused transportation solutions make him the perfect fit for CARTA. His leadership will be instrumental in enhancing our Care-A-Van services and ensuring we meet the needs of our community."
As the director of Paratransit Services, Mr. Poirier will oversee the daily operations of CARTA’s Care-A-Van services, ensuring compliance with ADA regulations, optimizing service delivery, and improving rider satisfaction.
