A Certificate of Appreciation was presented to Ray Adkins by the Lookout Valley Neighborhood Association.
His family was one of the early settlers of Lookout Valley.
Mr. Adkins has been heavily involved in making Lookout Valley such a great place to live, the group said.
A strong supporter of the military, he is a retired Army lieutenant colonel.
Mr. Adkins serves on a number of city boards, including the Industrial Development Board.
