Whitfield County Administrator Robert (Bob) Sivick has once again been recognized for his leadership in community innovation by receiving the 2025 Community
Program Award from the Georgia City-County Management Association at its Spring Conference. This marks Mr. Sivick’s second consecutive year earning the award, this time for his role in launching the Whitfield County First Responders Pathway Program.
Officials said, "In January 2023, Whitfield County identified a critical need for skilled public safety professionals and took action.
Under Mr.Sivick’s leadership, the county developed an innovative program allowing high school students to earn professional certifications—Firefighter I, Firefighter II, and Emergency Medical Technician (EMT)—before graduation. This initiative provides a direct career path into the workforce while strengthening the county’s emergency response capabilities."
“The best solutions come from partnerships between government and education,” said Mr.Sivick. “By investing in students today, we are ensuring a stronger, safer future for Whitfield County.”
Funded by the Northwest Georgia College and Career Academy, the program
removes financial barriers by covering essential costs like books, certifications, uniforms and turnout gear. With hands-on training from Whitfield County Fire Department instructors, students graduate fully prepared for the job. To date, nine graduates have been hired full-time by WCFD.
“This award isn’t just about recognition—it’s about setting an example for other
communities,” Mr. Sivick added. “We hope to see similar programs across the state, helping to address workforce shortages in public safety.”

Thanks to Mr. Sivick’s leadership, the initiative stands as a model for other jurisdictions looking to create sustainable, community-driven solutions. Mr. Sivick also expressed his gratitude to NWGCCA for their support, which has made this program possible and allowed students to pursue careers in public safety without financial barriers."
