The City Council on Tuesday chose Jenny Hill as the new chair and Marvene Noel as vice chair.
The votes were unanimous.
Ms. Hill, of North Chattanooga, had served as vice chair for the past year, with Chip Henderson of Lookout Valley leading the panel.
Ms. Noel recently won a runoff election to retain her seat.
