An ordinance to amend Chattanooga City Code, Part II, Chapter 38, Zoning Ordinance, so as to rezone property located at 1500 East 14th Street, from RN-1-5 Residential Neighborhood Zone to TRN-3 Traditional Residential Neighborhood Zone, subject to certain conditions. a. A resolution waiving Community Center rental fees for the use of the East Chattanooga Community Center gym for eight (8) Wednesdays/dates: (5/14, 5/21, 5/28, 6/4, 6/11, 6/18, 6/25, 7/2) from 6:00 p.m. to 8:00 p.m. to Chattanooga Bandits Elites for AAU basketball practice at a value of $1,600.00, to include all future dates and times to be approved by the Administrator. ECONOMIC DEVELOPMENT

b. A resolution authorizing the Administrator for the Department of Economic Development to enter into a Premises Use Agreement with Rivermont Youth Athletic Association, Inc., in substantially the form attached, for the use of athletic fields and buildings located on a portion of Tax Parcel No. 118K-A-009 at 3325 Dixie Drive, for a term of four (4) years, with an annual rent of one ($1.00) dollar. c. A resolution authorizing the Administrator for the Department of Economic Development to enter into a Premises Use Agreement with Lakeside Youth Association, Inc., in substantially the form attached, for the use of the athletic fields and buildings located on Swan Road, Tax Parcel No. 129C-A-018, for a term of four (4) years, with an annual rent of one ($1.00) dollar. A resolution authorizing the Administrator for the Department of Economic Development to enter into a First Agreement to Exercise Option to Renew with Chattanooga Flying Disc Club, Inc., in substantially the form attached, for disc golf courses at specific city public parks for daily use and tournament play, for an additional term of one (1) year, for the term through June 30, 2026, and to enter into a First Amendment to Standard Premises Use Agreement, in substantially the form attached, to update the notification information for the tenant.

FINANCE

e. A resolution adopting a five-year Capital Improvement Plan for Fiscal Years 2026-2030, subject to future revision; a copy of which is attached hereto and made a part hereof by reference.

f. A resolution expressing the intent of the City of Chattanooga to issue bonds or other obligations of indebtedness relating to Public Works projects of the City with the proceeds or bonds or other debt obligations to be issued by the City of Chattanooga, Tennessee.

g. A resolution authorizing the Administrator for the Department of Wastewater to award Contract No. W-21-012-103, professional services for program management of the Consent Decree Implementation, to Jacobs Engineering Group, Inc., for year four (4) of five (5), with one (1) annual renewal, for an amount not to exceed $3.3 million. h. A resolution authorizing the Administrator for the Department of Wastewater to enter into a four (4) year blanket contract with TNT Concrete, LLC, of Chattanooga, TN, for paving and concrete repair or replacement, Contract No. W-24-029-201, for the estimated amount of $1.5 million annually.

EARLY LEARNING – HEAD START

A resolution authorizing a non-contracted vendor, Keys Carpet, to provide beautification to three (3) Avondale Head Start classroom floors, to continue replacing the flooring for Avondale Head Start for the conversion from Head Start to Early Learning rooms for the new school year and must meet certain safety specifications for children, for an amount not to exceed $90,000.00.

b. A resolution authorizing the Department of Economic Development to apply for, and if awarded, accept a grant from the Tennessee Youth Employment Program to employ eligible youth in the City’s Public Works Summer Youth Work Program, in the amount of $75,000.00.

c. A resolution accepting and approving the award of unallocated and accrued interest of American Rescue Plan funds as part of the Chattanooga Relief and Recovery Allocation Plan and authorizing the Mayor or his designee to enter into a Recipient Agreement with Friends of the Zoo for construction costs of a new veterinary hospital, for an amount not to exceed $50,000.00.

d. A resolution accepting and approving the award of unallocated and accrued interest of American Rescue Plan funds as part of the Chattanooga Relief and Recovery Allocation Plan and authorizing the Mayor or his designee to enter into a Recipient Agreement with Launch, Inc. for kitchen incubator of Chattanooga upgrades, for an amount not to exceed $65,000.00.

e. A resolution accepting and approving the award of unallocated and accrued interest of American Rescue Plan funds as part of the Chattanooga Relief and Recovery Allocation Plan and authorizing the Mayor or his designee to enter into a Recipient Agreement with United Methodist Neighborhood Center (The Bethlehem Center) for electrical system of overhaul costs, for an amount not to exceed $46,025.00.

f. A resolution accepting and approving the award of unallocated and accrued interest of American Rescue Plan funds as part of the Chattanooga Relief and Recovery Allocation Plan and authorizing the Mayor or his designee to enter into a Recipient Agreement with Hope for the Inner City, Inc. for capital improvement costs, for an amount not to exceed $50,000.00.

g. A resolution accepting and approving the award of unallocated and accrued interest of American Rescue Plan funds as part of the Chattanooga Relief and Recovery Allocation Plan and authorizing the Mayor or his designee to enter into a Recipient Agreement with Chambliss Center for Children for facilities repairs, for an amount not to exceed $250,000.00.

h. A resolution accepting and approving the award of unallocated and accrued interest of American Rescue Plan funds as part of the Chattanooga Relief and Recovery Allocation Plan and authorizing the Mayor or his designee to enter into a Recipient Agreement with Chattanooga Chamber Foundation (Chattanooga 2.0) for Child Savings Account Initiative, for an amount not to exceed $250,000.00.

A resolution accepting and approving the award of unallocated and accrued interest of American Rescue Plan funds as part of the Chattanooga Relief and Recovery Allocation Plan and authorizing the Mayor or his designee to enter into a Recipient Agreement with Office of Early Learning for James A.
