Grand Jury Indicts 5 Men On Separate Rape, Sexual Abuse Charges

The Hamilton County Grand Jury has indicted five men on separate rape and sexual assault cases.

Joshua Conrad Smith, 32, of Panavista Lane, was charged with five counts of aggravated statutory rape.

Police said the incidents happened between Feb. 15 and June 1, 2017, and involved two different victims. Their ages were "less than 18 but at least 10."

Smith is director of the Closed Door Entertainment group at Rossville.

Jonathan Tyler Penland, 26, of Kellys Ferry Road, was charged with rape. 

Police said it happened on July 29.

Seth Martin Emery, 28, of Oak Drive, was also charged with rape.

That incident happened Dec. 13, 2016, authorities said.

Carlos McGale Moore, 48, homeless, was indicted for rape. 

The incident happened Dec. 2, it was stated.

Moore in 1996 got an eight-year prison sentence for aggravated sexual battery. He was placed on the Sex Offender Registry. 

William Peter Miller, 22, of Castle Avenue, East Ridge, was indicted on a charge of aggravated sexual battery.

Authorities said it happened between May 1, 2016 to Sept. 30, 2016, and involved a victim under the age of 13.
