Rozzie L. Carter was born the oldest child to the late Robert Parks and the late Burdia Mae Parks in Griffin, Georgia on May 8, 1940. The Lord called her to eternal rest on Sunday, November 24, 2024.

Rozzie graduated from Howard High School in Chattanooga, Tn. in 1958. She attended Zion College where she earned an associate degree with honors. She went on to attend The University of Tennessee Chattanooga. After college, she worked for Neighborhood Youth Corps and retired from Southeast Tennessee Private Industry Council Inc. (PIC), in 2000.

Rozzie was a member of St. Paul African Methodist Episcopal Church, where she was a willing and faithful worker for The Lord. She will be remembered for her strength, joy, kindness, and love.

Rozzie was preceded in death by her parents, Robert and Burdia Mae Parks; brothers, Marion Parks, and Eddie Parks; daughter, Peggy Smith.

She leaves to cherish her memories, two loving and devoted sons, Cyrus L. Carter, Jr. (Heidi) of Louisville, Ky. and Thaddeus S. Carter (Carolyn) of Ellenwood, Ga.; four grandchildren: Bruce Smith, Jr., Dominique Smith, Alexis Carter Thomas (John), and Quintel Thurman (Angela); great-grandchildren, John L. Thomas III, and Zada Thurman; brothers, Robert L. Parks (Patsy) of Chattanooga, Raymond Parks, Knoxville, Charlie Parks (Sarah), Chattanooga, Kenneth Parks, Chattanooga, and Jerry Parks, Chattanooga; sister, Olivia Bowens of Nashville; a host of nieces, nephews, cousins, and friends who faithfully cared for and loved her throughout her earthly journey.

Public viewing will be from 11 a.m. until 2 p.m. on Sunday, Dec. 8, followed immediately by the celebration of life service that will be held in the chapel of John P. Franklin Funeral Home, 1101 Dodds Ave. Chattanooga, 423 622-9995.

Interment will be held at 10 a.m. on Monday, Dec. 9, at Beautiful Greenwood Cemetery.
