When you see something doesn’t work you stop doing it, right? Well not where the progressives are in control of city councils. In 2016, the DC City Council enacted a social engineering experiment called the Comprehensive Youth Justice Amendment Act. It banned mandatory minimum sentences for juveniles tried as adults, banned life without parole for juveniles and allowed for a review of sentences for individuals having served at least 20 years for crimes committed as juveniles.
