Hamilton County Schools’ Reports Sustained Student Growth And Learning Gains

Hamilton County Schoolsh as maintained a Tennessee Value-Added Assessment System (TVAAS) composite growth score of Level 3 for the 2024-2025 school year, reflecting that students across the district met their expected
learning growth for the year in alignment with state standards.

"This year’s TVAAS results, when combined with the steady proficiency gains announced in July, demonstrate continued forward progress in student learning," officials said.

“These results are a direct reflection of the commitment our educators, families and school communities show in supporting students every day," said Dr.
Justin Robertson, HCS superintendent. "When we talk about having a healthy school system, we want to see both growth and achievement in how we measure student learning. I am very proud of our district's combined outcomes in growth and proficiency; these results are evidence that HCS is improving in our consistency and implementation. I look forward to continuing the work with our staff at the school
and district levels as we build on this momentum."

Officials said, "TVAAS provides a measure of student growth year over year, with Level 3 representing the state expectation of student growth for the year. This score reflects the dedication of HCS students and educators in the 2024-2025 school year."

"When I talk about TVAAS growth data, I always like to tell people to imagine a running track," said Shannon Moody, HCS chief of strategy. "When a student 'runs a complete loop' around that track, they've made Level 3 growth— or the standard expectation of learning growth in the year. When a student earns a Level 4 or 5 for growth, they've essentially run more than one loop around the track, growing faster than their peers. When you understand the data this way, it's encouraging that we know our students are sustaining that goal of completing their yearly learning lap."

All areas tested in high school math earned TVAAS growth scores at Level 4 or 5 for the first time since the 2020-21 school year.

Officials said, "This progress reflects the district's targeted strategies, including a new math curriculum and sustained support through freshman academies for transitions into high school. Additionally, student growth on the ACT exceeded the state's growth expectation, meeting or exceeding in each subtest and outpaced the growth of other students across the state.

"The state of Tennessee begins measuring growth for students in the fourth grade and continues throughout their educational journey. Our students in fourth and fifth grade met or exceeded the growth standard, scoring Level 3 or higher, in every tested subject. Additionally, fourth-grade English language arts showed growth at Level 5 for the first time since 2018-19. This improvement follows a districtwide emphasis on literacy, including expanded implementation of Literacy Now, Literacy First and RTI."

"These results show what's possible when strong instruction, high-quality materials and personalized support come together in our schools and classrooms," said Dr. Sonia Stewart, HCS deputy superintendent. "We're proud of the hard work our students, teachers and school teams are doing every day, and we're committed to sustaining our strategies that help every student keep growing."

Officials said, "The district remains committed to pushing all students to higher levels of achievement. For the 2025–26 school year, HCS has launched 'Tier 1 First,' a strategy designed to strengthen core instruction and accelerate growth for all students.

"Together, the release of TCAP achievement data and TVAAS growth scores confirms that Hamilton County Schools students are learning and growing. At the same time, the data highlights our middle grades (sixth, seventh and eighth) as an important area for continued focus. The district will prioritize strengthening instruction and support in the middle years to ensure students leave eighth grade prepared for success in high school and beyond.

"HCS celebrates 43 schools that met or exceeded the state growth expectation by earning a TVAAS Level 3, 4, or 5. This accomplishment highlights a school's exceptional progress and dedication to fostering accelerated student learning."
