Francis “Joe” Andre, 79, passed away peacefully and surrounded by family, on May 12, 2022. 

 

Joe, a longtime resident of Harrison, Tn., was born in Lenoir City, Tn., on Jan. 14, 1943, to Francis and Lela Quenelle Andre. 

 

Joe graduated Lenoir City High School in 1960 and shortly after served seven years in the Marine Corps.  He studied electrical engineering at Tennessee Tech and worked a full career at TVA.  After retiring from TVA, Joe spent many years working for FEMA.

 

Joe was a proud Marine with a big heart, unconditionally devoted to family and friends, and could always be counted on for a good story or joke. Joe was a selfless individual who would always lend a helping hand. He was a lifelong outdoorsman who loved hiking, canoeing and spent years in the Sierra Club. Joe was also a pet lover and supporter.

 

He was preceded in death by his parents, and wife of 50 years, Ruth Ann Andre.

 

He is survived by children, Emily (Bob) Seiter and Pam (Erik) Miller; grandchildren, Alice (David) Seiter Dawson, Thomas Seiter, Joseph Miller and Adam Miller; sister, Margaret Ann Poole and beloved German Shepherds, Roxie and Sandy.
